The Expert Pass is the highest tier of Mauritius Professional Occupation Permit, designed for C-suite executives, senior directors, and highly specialised professionals who bring critical skills and leadership to Mauritius-based organisations. If you are a chief executive, chief financial officer, chief technology officer, managing director, or a recognised specialist in a high-demand field, the Expert Pass offers a direct pathway to living and working in Mauritius with your family.
Issued by the Economic Development Board (EDB), the Expert Pass grants an occupation permit valid for up to 10 years, with eligibility for a Permanent Residence Permit after 5 consecutive years. It sits alongside the Pro-Pass in the Professional Occupation Permit category, but is intended for a distinctly higher level of seniority and compensation.
This permit must be applied for by the Mauritian employer.
Investment Rights for Professionals
Professionals holding an Occupation Permit are permitted to invest in businesses in Mauritius under the following conditions:

They may, however, hold shares in the company where they are employed, as long as they are not the majority shareholder.

Expert Pass Eligibility Requirements
To qualify for a Mauritius Expert Pass, you must meet the following criteria:
Minimum Salary: MUR 250,000 Per Month
The Expert Pass requires a gross monthly salary of at least MUR 250,000. This salary must be paid by a Mauritius-registered employer and documented in a formal employment contract. The salary threshold distinguishes the Expert Pass from the Pro-Pass, which requires MUR 30,000 per month.
Employment Contract with a Mauritius Employer
You must hold a valid employment contract or letter of appointment with a company registered in Mauritius. The employer must be operational and in good standing with the Registrar of Companies. The contract should clearly state your role, monthly salary, and key terms of employment. If the employer is a newly incorporated company, the EDB may request additional documentation such as a business plan, evidence of funding, and details of the company's activities in Mauritius.
Relevant Qualifications and Experience
The EDB expects Expert Pass applicants to hold senior-level qualifications and substantial professional experience. While there is no rigid list of acceptable degrees or certifications, you should be able to demonstrate that your expertise is at a level commensurate with the salary and the seniority of the role. This typically means a combination of an advanced degree (or equivalent professional certification) and at least 10 years of relevant industry experience, though the EDB evaluates applications on a case-by-case basis.
Expert Pass vs Pro-Pass: What Is the Difference?
Both the Expert Pass and the Pro-Pass fall under the Professional Occupation Permit category, but they serve different levels of seniority. The key differences are:
Minimum salary: The Expert Pass requires MUR 250,000 per month. The Pro-Pass requires MUR 30,000 per month.
Target roles: The Expert Pass is for C-suite executives, senior directors, and recognised specialists. The Pro-Pass is for mid-level professionals, technicians, and skilled specialists.
Permanent Residence Permit (PRP) pathway: Expert Pass holders who earn MUR 400,000 or more per month for 5 consecutive years may apply for a PRP. Pro-Pass holders who earn MUR 400,000 or more per month for 5 consecutive years are also eligible, but this threshold is more commonly reached by Expert Pass holders.
Permit validity: Both are valid for up to 10 years.
Family inclusion: Both include dependants (spouse and children under 24) at no additional cost.
